ALERT

The Charlotte County Sheriff\'s Office advises citizens to please avoid the immediate area of American Value Self Storage, 23227 Freedom Ave., Port Charlotte.

The immediate area is being evacuated due to the discovery of possible explosive devices found in a storage bin at that location. These devices are not confirmed to be explosives at this time, however caution is being exercised and Explosives Ordinance Disposal Technicians are enroute.

Once again, these devices are not confirmed to be actual explosive devices, however caution is being exercised at this time. EOD Technicians are enroute for inspection.

Expect possible road closures and delays in that area. Please avoid that area if at all possible.

SPECIAL MEETING ANNOUNCED FOR SEWER EXPANSION

ATTENTION EL JOBEAN RESIDENTS

Tuesday, June 14, the Charlotte County Commission will consider a Resolution relating to the extension of sewer service to the El Jobean area.

There is a great deal of controversy concerning the methodology for charging property owners for sewer service, as well as the actual need for sewer service in some areas. Many of our members plan to attend the Commission meeting Tuesday to voice their concerns.

In order to be fully prepared for that meeting, I am calling a Special Emergency Planning Meeting to be held at the El Jobean Community Center Monday, June 13, starting at 7 P.M.

This will giv an opportunity to determine the best way to make a cogent presentation to the Commissioners and make them aware of our concerns.

I realize that this very short notice, however, I believe that it is necessary. Please try to attend.

2015 boating fatalities documented

The U.S. Coast Guard released its 2015 Recreational Boating Statistics report Tuesday, revealing that boating fatalities nationwide that year totaled 626, the third-lowest number of yearly boating fatalities on record.

From 2014 to 2015, injuries decreased from 2,678 to 2,613, a 2.4 percent decrease; deaths increased from 610 to 626, a 2.6 percent increase; and the total number of accidents increased from 4,064 to 4,158, a 2.3 percent increase.

The report also shows that in 2015:

The fatality rate of 5.3 deaths per 100,000 registered recreational vessels reflected a 1.9 percent increase from the previous year\'s rate of 5.2 deaths per 100,000 registered recreational vessels.

Twenty-two children under age 13 died while boating that year. Twelve children (55 percent) died from drowning. Two children (17 percent) of those who drowned were wearing a life jacket; half of the remaining 10 children who were not wearing a life jacket were not required to do so under state law.

Property damage totaled approximately $42 million.

Alcohol was the leading known contributing factor in fatal boating accidents and was listed as the leading factor in 17 percent of deaths.

Operator inattention, operator inexperience, improper lookout, machinery failure and excessive speed ranked as the top five primary contributing factors in accidents.

Where the cause of death was known, 76 percent of fatal boating accident victims drowned; of those drowning victims, 85 percent were not wearing a life jacket. Where boating instruction was known, 71 percent of deaths occurred on vessels where the operator had not received boating safety instruction. The most common types of vessels involved in reported accidents were open motorboats, personal watercraft and cabin motorboats. The vessel types with the highest number of fatalities were on open motorboats, kayaks and canoes.

\"We thank our boating safety partners for their efforts,\" said Capt. Verne Gifford, direction of Inspections and Compliance at U.S. Coast Guard Headquarters. \"They\'ve done a tremendous amount of work educating the boating public, which has helped reduce injuries. However, boating under the influence and failure to wear life jackets remain among the leading factors contributing to most boating fatalities. Together, we must continue to work to reduce the numbers of accidents, injuries and deaths.\"

The Coast Guard reminds all boaters to boat responsibly while on the water: wear a life jacket, take a boating safety course, attach your engine cut-off switch, get a free vessel safety check and avoid alcohol or other impairing substance consumption.

The Charlotte County Utilities Department has just notified the El JoBean communitiy they will not hold the meeting May 14 regarding the sewer installation.

Community Dinner announced

Subject: El Jobean Sewer Expansion Program

It is most unfortunate that at the last sewer meeting on January 9, 2016, one member of the El Jobean Community League, unilaterally made the decision not to allow the community to ask questions on such an important and costly topic of sewer expansion.

This is not the wish of the majority in attendance and we will very much appreciate you and your staff to come meet with us again, in a question and answer session, to address our concerns in the very near future. This needs to be done before the Commission meeting scheduled for February 9, 2016.

I own three properties in the proposed sewer service areas and attached are my surveys (one for each of the properties). The CCU current proposed sewer fee method is based on the size of the lot.

Less than or equal to 7,500 SF = 0.5 ERUs

7,501 SF to 15,000 SF = 1.0 ERUs

15,001 SF to 22,500 SF = 1.5 ERUs

22,501 SF to 30,000 SF = 2.0 ERUs

ERU estimated cost = $13,150 or $657.50 per year for 20 years

Based on this criteria and the following calculation, I will be paying a total of 2.5 ERUs or $32,875 and I only have one house.

PID# 402128330004 - House lot 100\' x 200\' = 20,000 sf = 1.5 ERUs

PID# 402128334004 - Unbuildable river front lot 100\' x 62\' = 6,200 sf = 0.5 ERU

PID# 402128334008 - ? of another unbuildable river front lot (70 x 20 )/4 = 350 sf = 0.5 ERU

Total ERUs = 2.5 ERUs = $32,875

I do understand and agree that central sewer system is more environmentally friendly than individual septic systems. However, mandatory sewer hookups for an area should be based on (1) whether there is a water quality concern and (2) the cost should be equitable to the benefit. I have indicated not wanting sewer service for the following reasons and concerns.

Method for establishing the amount of ERUs based on land area is flawed and not equitable

Why are sewer fees based on land area and not based on number of single family houses? Does land area generate sewage or do house occupants generate sewage? Does my house over a larger land area generate more sewage than another house over a smaller land area? MSBU stands for Municipal Services Benefit Unit. Keyword is \"benefit\". Sewer fees needs to be based on amount of \"benefit\" received. I strongly encourage you to consider basing the sewer fees on 1 ERU being equivalent to one single family house and not base it on size of lot.

All vacant lots will individually be charged ERUs based on land area even if the lot is unbuildable.

The CCU current proposed method will still charge vacant, unbuildable lots for addition ERUs based on the size of the land. Does a vacant, unbuildable lot generate sewage? My vacant lot PID# 402128334004 fronting the Myakka River on River Beach Drive, is too small to build a house. In addition, FDEP also like to consider this area as wetland and will require purchase of expensive wetland mitigation credits if impacted with a building. I understand in order for an unbuildable lot to be exempt from sewer charge, the lot must be placed in a Conservation Easement. If I place my river front lot PID# 402128334004 in a Conservation Easement, will this easement still allow me to walk over to access my existing dock on the river, mow the vegetation, or park vehicle(s), boats trailer? What is the cost and time frame to establish the Conservation Easement? The easement can reduce the resale value of my property. Are Conservation Easements reversible?

Proximity of Septic Drainfield to Water Bodies

What is the rationale for bringing sewers to the larger lots on west side of El Jobean? The septic systems are newer and functioning well due to the larger land area. The septic drainfields are not located immediately adjacent to the river or right up against the canals as there are no canals. My septic drain field is 350 feet away from the river and this is more than adequate buffer distance. On the east side of El Jobean, the very small lots with houses immediately adjacent to a canal, will have much less percolation area for the small drainfields and failure of the drainfield definitely impacts the adjacent canal waters. However, do to land size, these small lots will pay only a fraction of the cost at 0.5 ERUs. Is this fair and equitable??

Is there a Water Quality violation on the Myakka River water body directly fronting my property?

Please provide water quality data along the Myakka River fronting our River Beach lots indicating deterioration of the river water due to our septic systems. I am not aware of any such data. CCU needs to provide proof of water quality deterioration in this area directly attributable to residents along River Beach Drive and not any upstream dischargers.

Accuracy of Sewer Cost Estimate

The CCU sewer expansion estimate a year ago was $12,000. This year, it increased to $13,150 per ERU or $657.50 per year for 20 years. This is based on all lots paying into the sewer expansion. If lots are combined to reduce ERUs or put in conservation easements, the remaining lots will be assessed even higher fees. Is this factor and inflation taking into consideration in the proposed $13,150 per ERU?

Pre-paying for Sewer Service to be 1-2 years later

The January 9, 2016 presentation shows that the sewer assessment will begin on 2016 tax bill payable by March 2017, but completion will not be until 2018. So we will be paying 1-2 years in advance of the benefit received?

Monthly Sewer Bills

In addition to my anticipated sewer hook charge $32,875 ($1643.75 per year for 20 years) there will be monthly, ongoing sewer bills that will be at least as high as the water bill. The usage is based on the gallons of water used, even if some of those gallons are for irrigation or filling the pool. Note these two activities will not generate sewage. This fact was not brought forward in the January 9, 2016 presentation.

In summary, it is not reasonable for the one house that I own on three properties, to pay $32,875 ( $1643.75 per year for 20 years) for sewer. The assessment is not equitable to the benefit received. I do hope you will kindly consider my following suggestions:

(1) Not expand sewers to the west side of El Jobean

(2) Base future sewer charges on per single family house rather than land area.

Red Wolf Tavern will open in March

The Red Wolf Tavern formally located at the Black Widow Spider Harley Davidson on Route 776 (El Jobean Road) has moved.

After years of being vacant, the building that housed the old Frosted Mug and other dinning establishments at the corner of 776 and Nettle Road will once again welcome patrons.

Sue and Dale Walton, owners, have been busy everyday preparing for the opening that is planned for March 2016.

The owners are hoping for a neighborhood bar atmosphere where everyone is welcome. Originally from Minnesota, the Walton\'s have lived in Florida for four years in the Tree Top area of El JoBean.

The Walton do not wish to compete with the Beanery or Port O Call, simply to add to the nightlife in El JoBean.

Sue and Dale are encouraging neighbors to stop in during remodeling.

El JoBean Sewer Assessments become topic at meeting

Nearly 60 people were in attendance for a Sewer Expansion informational meeting at the El Jo Bean Community League building on Jamison Way. .

Bruce R. Bullert, P.E. of the Charlotte County Utilities Division gave a slide presentation that included results of the March 2015 survey. The survey determined that the majority of El JoBean residents are in favor of bringing city sewers into their neighborhoods. Another survey will be mailed out January 12.

Rates for the sewer assessments will be determined by square frontage of your lot(ERU). For a normal lot in El JoBean the estimated assessment per year will be $657.50. At this moment the city is determining if resident may choose their own contractor for connection to the city sewer or have the Charlotte Utilities department perform the on-lot connections.

Pat Spence announced at the start that there would be no questions answered. A resident still began a question but was interrupted and reminded no questions would be entertained at this meeting.

After th conclusion of the speaker, the El Jo Bean Community League went on with the monthly dinner.

Multiple vehicle crashes

Multiple vehicle traffic crash NB I75 near Harborview Road. Expect delays

There has been a multiple vehicle crash on northbound I75 near the Harborview Road exit. This crash is a separate incident from the other crash being worked farther north on I75 near Rampart Blvd. Emergency personnel are on the scene at both crash scenes.

At this point, all northbound traffic on I75 is being detoured at US 17. Southbound I75 traffic may also be slow due to onlookers. Medivac helicopters are expected on site soon.

Unknown how long these conditions will last due to the seriousness of both crashes.

Avoid the area if possible.

The Charlotte County Public School Board will meet tomorrow night, Tuesday, March 3, 5:30 PM in the Vo-Tech Auditorium to hear our appeal to reject the recommendations of the World History Textbook Challenge Review Committee.

We need your support at this meeting to show the School Board that you are opposed to the Islamic indoctrination of the children of Charlotte County through the heavy Islamic bias, lies, and inaccuracies in the textbooks used in this county.
